what kind of turbo manifold material is this made out of??

If you don't have any fab experience or ability, making a ramhorn really isn't likely to work out. Materials total around 170.00, then you need the TIG, gas, filler, jig, cutting ability, and fab ability to build it.
General prices for ramhorns are 700+. There are guys that do really cheap stuff, but the quality is generally pretty bad in person.

I've known several people go down this road with people who have experience, and I'll tell you, they usually end up getting burned. People who fab manifolds generally have jigs and things to assist constructing a nice mani. Just because he's a fabricator really doesn't mean much.
Not saying he can't do it, just pulling from what I've seen other people experience.

he fabs turbo maifolds too, i have seen alot of his works and they are really good and professional job, he has a turbo diesel truck that makes 650whp with a turbo manifold that he made. cool guy btw he use to drag race funny cars back then, he also knows Earl from Laskey Racing, he also did off road vehicals for 15 yrs, Off Road Warehouse Sponsors his Off road cars, and now owns his own Shop call FAB-TECH in Bakersfield CA. great guy, ask him anything about fab and drag racing, he will break it all down for u in a quickness...

the problem with 304 stainless is that the chromium can precipitate out of solid solution at the weld, and intergranular corrosion can cause a manifold failure.
(essentially the material can "rust out" on a microscopic level along the grain boundaries.)
321 uses titanium as an alloying element which has a higher tendency to form carbides than chromium, so that excess carbon will be consumed by the Ti, and not the chromium, allowing it to maintain its corrosion resistant properties.
