Default hesitation and white smoke

I have an 01 base model prelude with exactly 100,000 miles
Mods:
Megan header
Megan Test Pipe
Custom 2.25 piping to an ES Oval
Stock ECU

My problem:
My car under light acceleration sometime sputters or hesitates at around 3,000RPM.Fuel problem?
2nd problem: When cruising at any speed if I let off the throttle and coast my car seems to build up back pressure. When this back pressure is released white smoke pours out of my exhaust. The smoke only comes out when I press the throttle again.
Does anyone know what the problem is? Anyone had similar problems? Knowledgable mechanic guessed it could be unburnt fuel for my car adjusting to the test pipe.
Any help is appreciated. Thanks

SOmething on your exhaust system may not be fully bolted on right. Thats what that sounds like.

welcome to the infamous 3k hesitation . the suspected culprits are a faulty knock sensor or clogged egr runner and valve. Some people have had it fixed with a p28 (eliminating the knock sensor) and others buy cleaning out the egr valve and runners. ive had the 3k hesitation for a year this Halloween. I finally just said ef it and bought a new intake mani (no more egr ). Ill let ya know if that fixes mine. as far as the 2nd issue mine does very similar with the back fire. i havnt had anyone follow me lately to tell me if white smoke comes out but my backfire issue i believe has to deal with me running very rich and or my timing being a few degrees off.
