Default itr vs ctr redline

A B16b CTR motor can rev to 9000 rpm. (please correct me if i'm wrong)

My question is:

If you change the crank / rods / pistons on a CTR motor to ITR spec 1.8L, will the revlimit change or become lower?

or will the CTR with ITR internals fall on its face by 9000?

I hope my question makes sense

The CTR's limit is 8600rpm's. Both cranks are "balanced' enough to achieve the 9k limit you are looking for whether or not you are making power there.
