what should i do first

i have a ls turbo on a stock block and was wondering if i should get pistons and rods first or get water injection

If you're planning on boosting a lot, go pistons and rods first.

how big a budget?

if you have a good tune and your intercooler is large enough i dont see why you'd consider water injection.
