Default Electrical Problems

My dash lights and tail lights on my 94 ej1 dont work. I changed the fuse and it blew again. I put a 30 amp in it and the lights stayed on for approximately 2 seconds and then it blew again. What can my problem be.

Ok where might the grounds be? There are many wires and checking to c if they r grounded is difficult in a 12 in by 24 in hole.
