you might not want to get a mild steel v band flange, it will rust and youll lose a good surface to seal with.

will it be alright to weld the stainless ones to a mild steel header if so what filler rod do i need to use. also i was going to get the header ceramic powder coated to take care of the rust

its fine to weld stainless to mild. most manifold are stainless with mild flanges

you would use 309L for stainless to mild welds.
