Default D15B TPS problem. Searched. Please help

I have a 91 civic lx with a d15b swap intake and exhaust and im getting a tps sensor cel. So I checked the voltages as said in many write ups and it said it was supposed to be around .45~.5v idle andabour 4.2~4.5 wot. My idle is at .35~.38v. Tried adjusting tps and no change maybe goes to .38v. Any ideas? New tps? Please help. Thanks in advance.

Thanks. I tried it with still no luck. This tps is almost brand new that's why I was hesitant to say it was bad. But I guess now I have no choice. Thanks again
