This has been covered SO MANY TIMES.
To do a '96-'98 to '99-'00 front end conversion, you need the following parts from a '99-'00 Civic:
- Headlights
- Fenders
- Front Bumper
- Grille
- Hood
- Core Support or Modify Your Stock Core Support (This needs to be cut out and welded back in too.)
Extra notes:
If you choose to do a full exterior conversion to the '99-'00, you're also going to need other taillights. For the sedan you would need a new trunk too. The coupe and sedan spoilers are also different between the two ends of the generation.
If you have a coupe or sedan the rear bumper will be different too (small "lip" at the bottom).

It's been said over and over by people who have done the conversion that you must either replace the core support or hammer or cut pieces of the core support off (right near the edges of the grille) or cut into the bumper to make it fit on the car.

oops. i just repeated what the guy above me said. ahah. but yeah, like i said. the conversion is really easy.
and use oem parts too, so your front end would look clean and not all gappy like certifit parts would do
