Default idle problem on 95 civic ex w/d16z6 motor

ok before this problem started, the car was running fine. except that the idle was 2200rpm every time i started it up. but then i replaced the sparkplugs and the plugs were the 1.6L vtec ones because my motor is a d16z6. but as soon as AFTER i installed the new 1.6L sparkplugs, the idle got really bad. everytime i start up the car, it automatically goes up to 2000rpm then it drops to 1500 and then starts jumping from 1500 to 2000. after about 2-3 mins it goes back down to 1000rpm and then its starts surging again to 1500 and back to 1000 and then up to 1500 etc etc... i noticed that alot of 93-95 civics have idling problems..i just replaced the oil filter and the thing is is that the oil filter was the 1.5L one for civics...but my engine is 1.6L... and the idle problem is still not resolved...someone please help me out? its wasting gas ALOT and i only get about 230 total miles for a WHOLE tank...its supposed to be more and plus i dont know why but the engine is very weak or maybe its cause its running on 3 cylinders because the 4th one isnt working and its really really slow on 0-60mph..probably takes like 10 secs to get to 60...yeah..THAT slow..someone please help me out asap ill really appreciate it cause im wasting gas like crazy...

i had idling problems on the hatch once, but that was after i installed a short ram intake. i accidently fiddled with the throttle body cable, and i think i fixed it now. It is idle under 1000 rpm. maybe its ur throttle cable.
