'93 Civic 1.6L rough at idle and low revs
Lacking power. Idles oscillates up and down almost stalls but not quite. Driving it feels like it is stuck in too high a gear until it gets above 4000 rpm. Very sluggish, low power, high gas milage. No smoke out the tail-pipe. Compression on all cylinders 140 psi.
Almost like missing a cylinder. Changed plugs - no help. Plug wires look good.
No engine light.
Where should I start ?

almost sounds like a bad map sensor, or o2 sensor. are you sure you don't have a CEL?
follow these steps on the link:

some time the CEL will come on for a quick second, fast enough to miss if you blink. but lucky for us the ecu doesn't forget nothing.
also, try replacing the pcv valve. they get clogged from time to time and can cause iraddic idles. not so much about being sliggish though, but doesn't hurt.
they run about $3 at the parts store.

this seems to be a common issue, with no common source.
i researched this a while ago, most people start with a basic tune-up, if that doesnt work you can move on to your ignitor/distributor.
my issue ended up being with my injectors, i ended up taking them out and cleaning em during my troubleshooting, and that ended up fixing it.
