TPS? or IACV?

I searched and I really didn't see anyone else that has this problem....OBD0 B16 in an ED sedan...
1) Car is at operating temperature
2) Feels like throttle is partially open when I am fully off the throttle (still pulls a wee bit in gear) and part throttle driveability is ****.
3) Take car out of any gear where i used more then 1/4 throttle
4) Car keeps 1500-2000 rpm of revs
5) As soon as throttle is 'blipped' it drops to normal again
I check the TPS and it seemed within reasonable tolerances, but i also checked it cold
Anyone ever have and fix this problem?

my first guess is that your TB plate or shaft is binding. I'd give it a cleaning job first. Perhaps you TB cable is the culprit.
As to the TPS, If you can take it off, see if it is binding?
Overall, it sounds like your TB plate is not closing properly.

I knew i forgot to type something.
Whilst installing a new K&N on my car this weekend i took off the entire TB and cleaned the **** out of it, made the problem slightly better but not perfect. And the plates were closing completely.

do you have a FITV under the throttle body?
that may be it as well.
if its the IACV (back of the Intake manifold) then remove the iacv, (be careful of the coolant line) and clean the little screened hole with brake clean. don't blow too close of you'll dislodge the screen. then reinstall.
if its the FITV (under the throttle body) then unscrew the two little screws thatr hold on the inspection plate (firewall end of FITV) then once the plate is off, you can see a little cream coloured plunger in there. it will have notches in it so that you can use a large coin to turn it (clockwise) to tighten it back up so it wont allow any air past. then reinstall the palte and you're off.

Fast Idle Thermo Valve.
Also, before you do anything else, check the coolant level in the radiator (not in the overflow bottle) and make sure it's full to the top. Low coolant will often cause odd idle fluctuations, especially if you're getting air pockets in the EACV.

Coolant is at a reasonable level in the radiator. I'll have to look for this throttle valve tonight.... to the drawing board we go.

so tonight i cleaned out the IACV a bit and bleed the coolant thoroughly, it seems like the driveability is back...
but in taking a long stare at my engine bay, i noticed that it seems like my throttle cable is unnecessarily long, like it goes down by the driver side motor mount and then back up around again finally to the mount on the IM.
In a 91 sedan, am i using the incorrect cable? is there a way to shorten my existing one a bit? i need to start tidying things up a bit in there.
