I just took a JRSC out of my teg, and put the engine back to near stock. Everything was done, I started the car, and the RMP went right up to red line. I unplugged the IACV, and started it, and I have an idle surge.

Very same thing happened when I put a JRSC into a '89 civic. Any ideas?

 

You have a vacuum leak or the throttle body is not closed. It is getting air from somewhere to rev.
