I had an attempt to do that mod, it's NOT worth it. I know the 99-00 console looks cool and all but it's a totally different wiring setup. The 96-98 are cable driven and 99-00 ones are electrical. So even if you do get it in, you probably won't have A/C.

I have talked about this swap many times and was going to do it myself....until I found out what all needed to be swapped/modded.

To keep a long story short. DONT BOTHER.

It is a pretty much plug and play swap with very little modding.... IF YOU HAVE THE ENTIRE DASH, the heater box, the blower motor etc etc.

i had a 99 ac consol in my old car
what we did was cut off the top part that has the ac vents and mold on the 96 vents into it. we filled the space where the ac controlls went with tweeters and i just moved my ac controlls down above the cup holder. it worked quit well.
at first the ac controlls by the cup holder were annoying but i got used to it. it will help a lot if you get the metal shell that houses the radio out of the 99+ civic too. it will keep your radio and stuff from moving around
i will try to find the pics of it

one more thing, the reason we had to cut off part of the 99 peice is that the ac vents on the 99 and the 9c won't line up. it was easier to cut the top off and add another one than take apart the entire dash just to change out 3 peice of plastic
