Power Steering Pulley Wobbling?

Power Steering Pulley Wobbling?
I cant figure it out. I torqued the pulley bolt to spec. Its a brand new pulley and pump and the pulley is wobbling all over the place. Did I get a bad pump? Or am I missing something?

Do I need the 38 mm inner circlip if I bought the pump and the pulley seperately? Thats the only thing I can think ok as to why it would wobble. I mean it has to be wobbling 1/4 inch each way at least.
