Take the drums off.

You can do this with the BFH (Big ******* Hammer).

Then replace the shoes and the drum, and hope the wheel cylinder is okay and the e-brake cable isn't stretched (b/c they're a pain in the *** to change out on civics).

Usually this happens w/ calipers b/c the e-brake acts like a brake where on a drum brake it acts as a wheel lock/clamp. Sometimes it stretches the e-brake cables too. On German cars they're cake - takes like 15 minutes for both, the ones on my civic took long than I'm willing to admit to. Though they're a pain in the *** like removing the e-brake cables from most drums where you gotta break off all the tabs to pull it through, then the 45 minutes of putting the drums back together & adjusting them afterwards .

Then most normal cars have regular e-brakes that go into a tube - not the civic it's got like 4 bolt mounts which are in gay locations which just make it a pain in the *** to get to.

So beat the **** outta that drum w/ a big *** hammer until it comes off - and hope your e-brake cables aren't stretched.
