cluster not accurate

Default cluster not accurate

i bought a manual cluster from an ex eg for my cx hatch. upon installing it everything seemed in working order. once i opened it up on the street, the rpm's seem off. i opened it up wot and it reads no more than 5k rpm's. should i throw it in the trash and get another or try to open it up and see if i find a problem. the motor is a d16z6. thanks

motor revs all the way but the needle on the rpm part of my cluster stops reading past 5k
