Pretty sure it's by the fuel rail by the intake manifold.

No, not by the fuel pump.

It's on the fuel rail, it's a cylinder thing with a tube coming out the bottom and another coming out the top.

It's the only thing mounted "on" the back of the fuel rail.

Though the OEM one isn't adjustable. If you want an adjustable one you'll have to pick up a B&M adjuster cap or get an adjustable fuel pressure regulator (aftermarket).

If you want to adjust the pressure you'll need an aftermarket one, like this:


Or the cheaper one which you have to chop the top half off your OEM one then this thing "replaces" the top half:
