Default how do i remove build up on my valve cover before painting it?

i want to paint my valve cover sometime next week. i've read a few how to's and most of them use aircraft remover to remove paint. Well my valve cover is not painted, and it has build up on it, i'm not sure exactly what it is, but it looks hard to remove.

The only thing i thought of doing was maybe sanding the **** out of it. Do you guys know of any other way to get it nice and prepped for painting?

I would just sand it. I guess you could take it to get sand blasted too.

i guess i'll just have to sand it. I should probably use some really rough stuff then some softer stuff right?

something like 100 then smooth it with like 800?

when I did my valve cover. I dipped it in simple green solution. then the next day I got a razor blade and scraped off most of the bumpy rubbery ****. then I sanded it with like 320 I think. but if your not using the razor blade I would say like 180 to cut most of that material then 320 then you can wet sand that **** with 600 and shoot paint.
