if the paints still good on that part you want to primer you can just scuff it with a scotchbright pad like they sell in auto paint stores...you want to scuff it till its the finish is dull
if your going to shoot primer.
sand them with 320 or 400 and then shoot primer on that.
but if there white. and the paint is alright. Id say just grey scotch brite them and just shoot paint right over that

take your bumpers, set them on some saw horses, sand them with 220, wash and use wax and grease remover, tack cloth it, and shoot primer, sand primer if you plan on painting on top of it. this is the RIGHT way to do it.

I personally wouldn't use anything lower than 320 grit. If you are planning on just primering them, DA the bumpers with 320 grit, and then shoot them with a primer sealer.

220 is fine, do it with a wetsand not a DA. a DA works way too fast and its easy to make mistakes. Ive been painting and doing body work for about 5 years and i found this to be the best way.
ive never used to 220 on bumpers. 320 or 400 only. why do you tack cloth it. I just clean it and shoot primer right on it.
on original paint you use 220 to get anything that may be in the original paint, or any serious imperfections, there is always grime in the clear so its best to use that low of a grit and you dont have to take all day with 220...and i tack cloth it just to insure a clean surface. cleanliness is HUGE when spraying expensive paint and wanting a show finish. its just the right way to do things. you can do it that way or half *** it. its up to you.

Hells yes, you've got to use a tack rag, before you primer, and after every coat of base.

Why in the world would you want to clear primer?
