I believe that is just for crankcase emissions.

Im not to sure what it does but on my car i have a short ram intake and where the hose is on the motor, i have a small cone air filter. I dont know if this helps you at all.

Couldnt you just disconnect that hose and take it for a quick drive down the street to see if that causes your problem.

That is just the fresh air tube for the crankcase ventalation system. The pcv pulls crankcase fumes thru into the intake. fresh filtered air flows from the air filter into the crankcase and then is sucked up into the pcv.
as long as the pcv isn't stopped up you shoudn't have a drivability issue and even if it was stopped up you probably wouldn't be able to tell, ecpecially at higher rpm's.
Later, Drew
