Default Car runs rich???

I recently picked up a 99 SI. The guy I got it from bought it with a stock motor (1.8L block + 1.6l head bottom end is not original) that is boosted well after owning the car for a while it spun a rod bearing and he yanked the engine had a local shop rebuild it they dropped the compression down to 8.5:1. While his car was there the ECU, fuel rail, and intake were stolen and the shop the replaced the parts and he was pissed at them because at first they blamed him well they got him a non-tuned P72 that is chipped by Hondata and a S200. Now I have the car it has never been tuned and when you start the car it smokes really bad you can smell gas and when you pull the plugs they are soaked. Also the indicator light on the S200 blinks real slow and the book says the chip is installed incorrectly I swapped it around and same thing and also the CEL stays on all the time. He only has one of the two O2 sensors mounted in the exhaust the front one should I installed the second one or buy the adaptor to raise the first one so it is not directly in the exhaust? Any help would be great because I have a month or so until the shop gets there dyno up and running again.

I bought the car because I'm not afraid of somebody else's expletive up. Since the motor was done the car has sat so when he said $3k and it's mine I took it chassis only has 84k it needs some tlc but thats fine with me. Hopefully I'll be moving from this **** hole state soon back up to the northwest where there is more than one shop with a dyno..

3k nice deal now shell out $700-900 an buy a unmolested B16 long block
