Default alright this one is throwing me for a loop, electrical issues/ fan not coming on

long story short,

my car had a pinhole size hole in the heater hose from the head to the firewall didnt know at the time so the car overheated left me in the middle of nowhere, so i get a rid from my g/f, leave the car there overnight (bad idea)

so i get back to my car some one tried to hot wire/jack the car, steering column trim broken, radio gone as well as cd's and cdplayer

fixed the hole, car fans worked

today i start driving the cd5 again

and it starts to get hot, stop the car with engine on notice fan is off

turn car off the fan comes on ,

i say wtf AND i turn it to key two, fans off, turn the key off fan comes back on

what can cuase that

BOTH cooling fan 20 amp and 15 amp are good, and no wires were cut in the theft attempt.

In your history of 115 posts, have you ever decided to say WHAT YEAR the Accord is?

There is a troubleshooting section in the service manual that details exactly what to do to find out what the problem is. In lieu of that I will tell you that the fan control module behind the glove box is a likely culprit.
