I think he is confusing the green film variances with ODB1-ODBIIa/b.
There are differences in the films, and you will need the cluster film for the model your car is. Example:
Putting a 01' USDM ITR Cluster into a 99' GS-R will require you to swap the green films on the back of the clusters for the ITR cluster to be fully functional in the 99' GS-R. It is not a difficult process, but does take 10 or so minutes of your attention.
If films are not swapped, the heat and fuel gauge may not function properly- but that will depend on what car the cluster came out of and what car you are putting the cluster into.

Unnecessary, jjunR answered your question exactly how you asked. It didn't help that you were confused, but you can't blame or get mad at him for answering a question.
