is it HIGHLY recomended that i upgrade my fuel pump? ( stock HF tank and pump) running a bored C5 with ctr pistons running a vortech fuel pressure optimizer/fuel rail

I dont see why you would need to upgrade the fuel pump in your application. Unless you have considerably larger injectors, that require a upgraded pump I wouldnt worry about it. I dont think your set up will require a new pump, your stock one should do just fine.
If your fuel pressure is at an adequate level then you don't need to upgrade just yet. I can tell you though that with that setup you're quickly approaching the upper limit of what that pump can handle so an upgrade would not be a bad idea in the near future.

Again, as long as you're achieving a constant, consistent fuel pressure you'll be alright. Some guys like to run a little on the rich side of things with higher comp like you have. If this is the direction you want to go then, yes, a higher flowing fuel pump, fuel rail and maybe injectors will be needed. Unless you plan on adding more power (and thus need more fuel) your current setup should be just fine until you get the funds to upgrade.
