What is the make and model of the "new" HU?
Disconnect the HU, make sure none of the stock radio harness wires can short out to each other or to anything metal, [ground] in the dash, see if fuse still blows, and do not replace with a bigger fuse then what is called for.
Keep in mind there are three 12V+ leads...
1 - Yellow W/red tracer, acc. [switched power]
2 - White W/yellow or blue tracer, constant power, [hot at all times]
3 - Red W/black tracer, illumination, [hot when park or head lights on], not shown in link above.

Did you disconnect the HU and see if the fuse still blows?
When does the fuse blow?
1 - As soon as you install it?
2 - As soon as you turn on the ign.?
3 - As soon as you turn on the HU?
The above info will help determine where the problem is.

i did disconnect the hu and it still blows. it blows as soon as it makes contact it sparks and blows it wierd **** cause when i had my rockford hu in it a couple months ago it didn't do this ****
Then the problem is not the HU, you have a short in the circuit, if it blows as soon as you try and install it, [with ign. switch off] it is the constant power circuit, [hot at all times] You will need to check anything else that is on that circuit, try unplugging the clock, and the lighter, [if it is on the hot at all times circuit]
What else, other then the HU and clock, is not working?

look at the radio harness and see if u see the yellow wire grounding or missing shielding. how was the radio installed? two smart harness or some hackjob using masking tape to hold the wires together? try disconnecting the aftermarket radio harness and see if it still blows.
