Default Mother-in-laws car starts intermittently

My mother-in-law has a '93 Civic with 60,000 miles on it. It is beginning to have problems starting. Ocassionally, it will only crank w/o starting. I gave it a tune-up, new cap, rotor, wires, plugs. Changed the fuel filter. Still does it. Could be a coincidence, but it seems to happen when the car is slightly uphill. After reading several posts, it seems like the main relay is called out quite often. Should I look at that before the fuel pump? Thank you for your help.

Yes, I'd check the main relay first. If for no reason than it's easier to get to and check.
