No, most often they are not. May I ask why are you so interested? I hope you're not limiting options for a D15B to the 3 stage VTEC ones, because they weren't designed for it with performance in mind at all. They were designed for fuel economy, and smoothness of transition to VTEC so the driver doesn't feel it.
It is noticable if you look for a second VTEC solenoid.
