Default PCV Valve Q

Hey i was just wondering the PCV valce hose that comes from intake to top of PCV is a vacuum line right? Reason im asking is cuz my hose is flat and its hot seems kind of melted or oily! I mean what the hell is up ? I know im going to have to replace but i mean what causes that or whats wrong with it is it a leak, or did something else run through that hose to melt it? Any input is greatly appreciated THANX

I mean the pcv valve is like 2 months old. Also its flat at idle and as you accelerate it inflates back up again .

but you could check the pcv valve anyways when you replace the hose because the system doesnt seem like it functioning properly and something could have clogged it.

it could be something else maybe...? but not in my brain so someone else can give their cents,
