Are the refs really so strict/good that they would notice it's a B16 head?

I think the same thing, except they can probably look at the cast number on it like PR3 for example.

they look at the stamps on the head. just smog it with the single cam then swap it. or find a smog hook up.

You'd be surprised at how strict they are about smog out here in Cali. My friend's dad who's owned a shop for around 30 years told me that pretty much he doesn't do test-only for BAR'd vehicles (as well as most of the old timers) because sometimes the government will send people undercover with purposely f-ed up test only cars to check if you're hooking people up on swaps for smog. Pretty much, if you have an illegal or un-bar'd swap out in cali...cross your fingers because everything on the engine from the emissions hoses to the block and head stamps are checked

Dang dudes, the external oil line is a dead give away!! (this from the smog ref that checked and passed my B18c installation)
And I've got to say that if you think you can sneak something by the Ref's, then you are just setting yourself up for a fall.
