Primary and Secondary O2 sensor heaters...broken?

Default Primary and Secondary O2 sensor heaters...broken?

Car is a '00 DX w/ a '96 GSR swap.

It's throwing code 41 and code 65 (primary and secondary O2 sensor heaters).

What would cause this? The fuse that powers the heaters (15) isn't blown, and this is verified by the fact that there's no detected electrical load and the vehicle speed sensor is working 'n such (as it wouldn't be if there was a short going to the O2 sensor heaters). Also tested it with a test light and there's power going to it.

Anybody know what else could cause this? A short in the system would probably backfeed the fusebox, pop the fuse, and make the speedometer not work - but it works fine, and there's no notice of damage of any wires.

It's weird ****, not to mention the fact that we don't even have the secondary O2 on it..but it's not throwing a secondary O2 sensor code, it's just throwing both heater codes.

Anybody have any ideas? .
