Default Car does not start!

Hi,
I have a 95 coupe with b18B swap. It all started yesterday. I went to the store and came back in 10minute and my car wouldn't start. So I left it there for about two-three hours and came back to start it and it started right up. However, same thing happened today. I noticed that when I turn the key to ACC, the check engine light stays on and I don't hear the main relay clicking or the fuel pump priming. So i got a new relay from honda and replaced it but it still doesn't start. The CEL stays on and fuel pump does not prime when you turn the key to acc before cranking it. PlZ help!

More info:
Once the car is runing, it does not stall. It is only when you turn it off and turn it back on, then it is hard to start it.

I tried getting CEL light with the jumper but it did not work. I have a hondata 200 ECU and also my 2-pin wires are brown and black even though i have an EG.

I can't pull the codes of the ecu. However, I don't have fuel pressure or spark. I am going to buy new distributor and try replacing it.

I just installed a new ECU and the car starts and runs fine. Except when the engine is cold, the idle tend to go up and down between 1K to 2K range. However, once the car is warmed to normal temperature the idle is steady at 800. I got a used ECU, could it be that the ECU is not good? or Is it something else? This did not happened before with my old ECU but that is damaged so I had to get new ECU.
Before you ask, I already checked the coolant and it is full and I don't have any head gasket problem.

I will appreciate any help.

Oh yeah, the engine is B18B.
