A miracle!
Seriously though this has been covered a million times on this forum if you just search you will find lots of good information!
However to get you started on your quest
Obviously you need to have all the tree huger smog equipment hooked up like the PCV system the Evap system of cause the cat converter and so on and on you get my point
Also say you have a car lets say a 92 honda civic well your replacement motor needs to be of that year meaning 92+ or newer
Also I do not believe correct me if I am wrong please! LS-V or B20-V or any B20 engine for that matter because I believe it was re classed as a light truck engine not a passenger car engine!
Also if your like me paranoid then you would not want to go to the bar with your fart can exhaust causing the whole of California to shake when you rev your car up lol and lets not forget any riced out stickers all over your car!
Oh and you need proof of purchase of the engine or some proof of were the engine comes from what year blah blah blah obviously because CA dose not want you putting an older motor in your car!

didn't feel like retyping:

motor is the year o the car or newer(matching OBD would be best)
-ALL smog equipment must be installed correctly and working(can use an aftermarket cat, but oem seems to burn cleaner)
-All wiring is OEM spec or better(IE: soldered and heatshrunk)
-US spec ECU for that motor
some additional things I'd reccomend:
-seafoam (just follow the directions)
-FULL tuneup(cap, rotor, plugs, wires)
-borrow an OEM cat
-fresh oil change
-run the car really hard for at least 30 min right before going for the test
-say a prayer
</TD></TR></TABLE>
also in the 92-00 civic forum in the FAQ there is a lot of good info
