Okay so I've been browsing the forum and I find topics about bar'n a motor. I am from Mississippi and have never heard of this. Is there a link to a site that explains all of this. I would really like to know more about it.

Pretty much you get a BAR sticker, that indicates the engine in the car is smog legal and meets all the necessary requirements to be operated in CA. Plus other stuff, but that is the sum of it, for the most part.

Bureau of Automotive Repair (BAR) is definitely a California thing. Everything you need to know is on this site. http://www.smogcheck.ca.gov/stdhome.asp
Loads of info, but I am sure you wont be needing it some time soon.
Basically this is what they want:
Keep vehicle in compliance to CA emission standards, codes, and guidelines. It will make everyone that live in CA happy.
