yes..they will be checking..state ref's are really good at inspecting hondas and they dont let much pass by them

I thought you could only BAR a motor newer than the make of your vehicle
anyways, if it is a hybrid motor like ls/b20vtec dont even bother trying
you have to make sure all vacuum lines are correct, and all wiring is correct and covered as well

Nope, it could be from the same year as well. Just nothing older.

hhmm because im gonna try n bar a 94-95 stock ls in my 97 gsr.....guess im screwd.....what if i change the head to a 97+??

Looking at the block is the easiest way to check the year, especially since a 97 block will have a VIN on it, while a 94-95 will not. The BAR inspectors know what to look for, I am sure so many honda swaps have come through now, that they know exactly what markings on the head and block to look for in order to check the year.

from what i heard, i believe you can only use the vtec head same year for your block (for instant, obd1 block can only use obd 1 vtec head, obd2 block can only use obd2 vtec head, pretty sure since obd2 head has more sensors than obd1 head. Unless you want to convert all the sensors and stuff over, since obd2 dizzy if differ than iobd1 dizzy, etc) they also check your ecu casing # IE p72 plus all the other number to make sure your motor is running the correct computer system. as long as the motor is swap in clean and it is legit and your ecu is for that motor you will be fine. it is not hard to get a BAR sticker and of course you will have to pass smog 
1. Motor is same or newer than the vehicle
2. Clean swap, no lose wiring or any sort and motor is legit (not stolen)
3. Ecu is for the motor (same year or newer)
4. Has to pass smog
