Default Fuel Pump problem?

Hey guys i had another thread on here about my 95 civic ex breaking down, well i think ive pinpointed it to a fuel problem.

heres the symptoms.

when i turn the car over it cranks but dosnt fire.
when i turn the key to on posistion, i cant hear the fuel pump start
when i tried cranking it and holding a spark plug against my block there is no spark comming out.

what ive done so far to fix it with no result.

replaced the main relay with a friends from his shell he just got that was working before he took the motor out.

changed the ecu from the same friend

checked oil, gas, plugs, wires, all misc. matinence stuff.

out of my fuel pump theres 4 wires comming out.

1. a black one and a yellow one with a white stripe
2. a black one and a yellow one with a black stripe

i used a multimeter to check if it was getting anykind of current to any of the wires.
it was getting any kind of current, it said the yellow and white wire was getting 2.4 volts and none of the other wires registerd.

anyone have any idea what this might be or what i would do next to try to fix it? ive heard already from a friend who is into engins that 2.4 is way to low for the fuel pump and it should be at 12 volts or so. and said that my wiring might be bad, and then said i might also need a new fuel pump.

if anyone can help id appreciate it alot. i have a b18 that im gonna be swapping friday, so id like to get this solved before then so ill at least know the b18 works

I wouldn't worry about the fuel issue, get it to spark first.

Check your dizzy - when was the last time you changed the rotor and dizzy? You might need a new dizzy or igniter coil. Get a wiring diagram of the dizzy plug where it plugs into the harness and make sure you're getting the right voltage at the right pins, that'll rule out the dizzy or maybe the harness has a short.

Good luck, I'd start with the spark problem before screwing with the gas problem.

alright, i was hoping that when i swapped the b18 in it that would solve all the harness/engin issues it might have because it came with a start up gurantee from where i bought it from and its a complete swap harness, ecu, and everything, so i was thinking more so to fix the fuel pump if that was the problem, so you think i should try to find the engin problem of why its not sparking 1st? before i even put the b18 in?

ecu plugged in?

Car will crank with the ECU unplugged, cluster lights will come on, but won't start.
