Fuel pump not priming...

Hey Guys,
Classic crank and no start. Things I've checked:
1) Fuses under dash / under hood
2) Resoldered contacts on PCB of main relay
3) Checked voltage on wires on main relay with key set to last position (keep in mind my car charger was still on at the time):

i) Black: 2.2V
ii) Yellow/White: 15v
iii) Black/Yellow: 2.6v
iv) Yellow/Black: 0.1v
v) All the rest were 0v
I dont hear the fuel pump prime when I turn to 'start'.
The problem is intermittent - I will go there the one day, and it starts. Go there another day (hell, even later that day) and it wont start.
The car is a 92 Honda Civic K-SWAP with a K20A and a Hondata ECU (fuel pump is still stock D fuel pump I believe).
Your thoughts?
1) What else can I check to narrow down the issue? (Grounding somewhere, voltage somewhere or something else?)
2) What is it most likely? (Main relay? Fuel Pump? Other?)

Not to point out the obvious, but have you checked the connection to the fuel pump under the rear seat cushion? That connection might need to be cleaned and re-connected. Also, when you soldered the relay did you make sure to remove the existing solder, then re-solder normally? Some people solder over the bad connection still resulting in a bad connection. Hope that helps..
EDIT: If you soldered over the existing connections, de-soldering braid is what I use to soak up the solder (heat the wick and soak up the solder), then I clean the flux off the board, to make sure I have a clean connection to solder.

Ok, so I checked the the connectors at the back by removing the fuel pump access panel.
There was a plug to the pump (I assume) with 2 wires.
There was a second plug with 3 wires.
Put the ignition to 'start' and the checked for voltage:
2 Wire Connector:
Yel/Grn: 0v
Black: 0v
3Wire Connector:
Middle Wire: 12v
Other 2 wires: 0v
Thoughts?

I am also having this issue same year and model car but I've got a d16z6 it always cranks but some days I have to let it sit with the key in the on position and wait to hear it prime it sometimes takes awhile 5-10 mins and other times it's just ready to go I don't understand it

Yeah, I was in the exact same scenario a while back. Had gone to the gym and then when I got out - wouldnt start. While I sat waiting for a pick up - left the keys on the start position and as you say, after about 5-10 minutes, I heard it prime and bam - worked.
I must confess though, its the only time I've actually tried 'wait it out' since I didnt have any other option - didnt know that was a "solution".
