Default Weird headlight problem - diagram included

Alright well, my car came with some ricer halos and after taking them off I noticed that my pass. headlamp would not work. I got a used harness and now I have a new problem which might be the wiring or perhaps something else.
The problem is that when my normal lights are on I have a dim highbeam dash light and my passanger's side lamp is on very low and my driver's is fine. When I click on my highbeams both sides work evenly, and the highbeam light in my dash is on as it is supposed to be.

I am thinking it may be my wiring.. I am not sure since they came with ricer lights that had wires going every which way. But, to illustrate there are 4 wires coming from my light harness: 2 black 1 red 1 blue and I connected them to the headlamp prongs. The pic below is how I wired them if you were to see them looking down from the front (the yellow ball at the bottom is supposed to be a bulb). Both sides are wired the same.

NO BLOWN FUSES NEW BULBS

What is the other black wire (currently not connected to anything) also does it matter which wire goes to which prong?

Thanks.

I don't know what you're saying.
Both should go to the chasis? Both what? There are 4 black wires, 2 on each side and 1 on each side is connected to the bulbs, the other two are currently not connected - should those two be grounded to the chasis or are you saying the two black wires on each relay be grounded to the chasis?
