Default '95 B18c1 into 99 civic cx??? Won't start!

I'm sure this has been covered before but I just can't seem to find exactly what I need so I have to ask.

Anyways, I just got through installing a '95 b18c1 into a '99 Civic CX using a 99 SI engine harness with a chipped P28. I also used the obd2 SI alternator along with the obd2 SI distributor (because of the harness plug @ the distributor). My question is why doesn't the car start? It's an obd1 motor so it doesn't have the CKF but would it be the CKP in the distributor? Is the obd2 distributor not running right with the chipped p28?
Please help! Any info given is greatly appreciated!

Thanks!
Sal

No I only used 2- p28's, one chipped and the other a virgin. The conversion harness is obd2b to obd1. I dont think that the obd2a conversion will plug up to the obd2b engine harness being that its from 99-00.

Anyone know if the obd2 dizzy will run ok with the obd1 motor?

it should run fine

do you have any codes?
do you have spark?
do you have fuel?
was the motor ever taken apart?
have you done compression test?

There are no codes but I think it's because of the p28.
I really couldn't tell if there was spark or not but it sure didn't seem like it. That's why I thought it was something with the dizzy.
There is plenty of fuel coming out of the fuel filter into the fuel rail.
The motor was not taken apart during any part of the swap and was running strong as ever right before it was taken out of it's previous home.
I have not done a compression test but was plan on doing so once the swap was completed.

Thanks!
