ECU Questions
the ecu is under the passenger carpet, just like most civics.
theres no jumper wire on pre-obd ecu's.
if you get a check engine light, pull the carpet down and youll see a single red LED on the outer casing of the ecu, it will blink the corresponding number of times for the code you have in morose code fashion.

LOL. I've been driving a '94 Civic EX. I figured it was located in the passenger footwell, but I wanted to make sure before I went pulling carpet and panels apart.
Thanks guys.

at least you were smart about it. a lot of guys tear the whole car apart, and then ask the question. </TD></TR></TABLE>
Nor do they do any kind of search to find out first.

Okay. I located the ECU today. It flashed 17 times, but even before the car threw a CEL. When the CEL came on, it would just flash 17 times, pause and then flash 17 times over and over. Some kid showed me where the jumper wire connector is on the driver side under the hood. I got a small wire, but it still just flashed 17 times. I have no idea as to why this is happening. Could I have an ECU issue?

I can read. You're failing to understand what I am saying. The ECU just flashes short 17 times in a row. That's not a code. I think there is something wrong with the wiring or maybe ECU.
