Alrite, i have a jdm gsr motor swapped into a civic..it was running right, but now, i can't get it to run any higher than 3.5 RPM..once it hits 3.5rpm it sounds like it's doing a 2 step lauch...does any one konw why??

 

yea change your fuel line that goes from the fuel filter to th fuel rail
u might be able to clean it out?? its that line i think tho

 

I have a feeling that the CEL is on... and you have a chipped ECU.
either that or you have a bad ignitor, coil or distributor cap/rotor.
