Unbolt the seatbelt unit from the seat itself, and just plug it back in to the yellow/gray plugs on the floor. You'll probably still need to clear the SRS unit, which requires jumping some pins with a paperclip.

so i just take out the yellow plug from under the steering wheel and complete the circut with a paperclip? then plug it back in?
im a little iffy on this... i dont want to be doin this and having the airbag hit me in the face and crack my windshield
EDIT :after i replugged the ones under the seat

The Yellow plug that needs to be reset should be under your dash, near the gas pedal.

Great information here and in the links posted. I followed the one at dubovsky.com. The method worked for me on a 2004 Civic EX. I did not need a screwdriver or any tools to remove the panel below the steering wheel. The latches are twist-off.
I did not disconnect the battery, but I did make sure the key wasn't in the ignition when I disconnected the MES connector from the block. I used a paperclip to short. The timing is important. I didn't get it right my first run, I think because the paperclip didn't meet the contacts properly.
It is important to short the connector plug and not what it plugs into (i.e. don't short anything on the connector block). Also, when you are done, turn off the vehicle and then make sure you plug the connector back into the same place. The 2004 EX connector block has some vacant slots that are very similar to where the MES connector actually belongs.
