Missing obd ii connector

Default Missing obd ii connector

ok so heres the deal...i tried searching didnt really find what im looking for but my 99si dosnt have an obdii connector im noobie so i didnt know when i bought it , car passed smog other than them hooking the computer to the obdii so im pretty sure the previous owner that did smog was either illegal or they ripped the obdii out after..i was wondering why would they take out the obdii connector in the first place??
and are they expensive to get reinstalled ? gonna call honda tommorow see what the damage is ,smog also said i can call the the B of Automotive whatever its called and they can give me money to repair it.

has anyone dealt with this before?

The odb2 conector is located on the drivers side kick panel next to the hood release cable

yea the smog dude showed me a pic of one and showed me it was gone ...also i have a monstrosity of grounds from the battery that connects everywhere ...could it be that the sensors wont throw any codes or show any problems because of those grounds ..in other words hiding the fact that it didnt have an obd connector? sorry im noob to this
