Default emissions

i have a question about the emissions i live in las vegas, nv and i dont know how it all works. Like i drive a 96 lx when i get it smoged do they place the plug under the cigarette lighter or not?
Like i want to do a swap, either f22b or h22 which 2.2L and i can fool the paper work cuz some of them they dont know what their looking for but im concerned if i change to obd2 to obd1 will they place that sensor cuz i dont want to raise a problem.
Seems thats the only way to get power from a swap is to convert obd1

What makes you say that? Just because OBD1 is the tuning platform of choice doesnt mean that its the only way to make power.

reason being cant find nothing like tuning chip for obd2 if you know a place itll be great.
But like will it be possible using my stock ECU to work on a jdm f22b DOHC?
