Default wheel bearing and axle repair for 93 dx

Vehicle is a 93 civic dx coupe. Recently had 4 new tires installed and was planning to get an alignment and complete tune-up since its also about that time. I go back to the same shop that installed the tires 2 days before. They inspected the car first to see whats necessary for the tune-up and they say my tires needed to be balanced and rotated, and they found a bad wheel bearing and also an axle shaft needs to be replaced before the alignment. I was confused why I would need a rotation since the tires are new, and even more confused why they would need to be balanced since they supposedly balanced the tires when they were mounted on my wheels. The balance and rotation would be free they said after I 'explained' that I just had those tires installed there a few days before, but they estimated at least $400 for the axle/bearing repairs, not sure what they are including in the price, have to call them tomorrow, but I have questions:

1. What is involved in the wheel bearing and axle shaft repairs?
2. Is the price reasonable for these repairs/what would you expect to pay at your local shop or dealer?
3. Would it be cheaper to procure a new/reman axle myself, get it to them and have them install it?

Any info you think may be helpful is appreciated.

Edit: NVM about the axle and bearing replacement questions, I read the faq's.
