Is the vin there? Who is this person with the motor, and do you know him? How much is he selling it for. How many miles, how is he claiming he got the motor. Weigh your options as opposed of going the safe route and maybe spending a few hundred dollars more. Peace of mind is priceless. I thought CHP inspection is for salvaged cars trying to get titled or reregistered. I dont think they check the motor. I could be wrong.
Here is more to the story:

Sounds fishy. If he isn't giving you a receipt thats the first red flag. I would either confront him again or run the vin to see if the motor came out of a stolen R. How did he claim he got the motor? If you run the vin and its out of a stolen r.. then thats why your not getting a receipt. You could always make up a receipt yourself and try to get him to sign it. Sounds fishy if you ask me though.

my cousins trusted the guy because he'sworked on my cousinsR before. THe guy offered a salvaged R and said it was from theft. Carfax states it was from theft and that the carnow has a rebuilt title. The guy said he has all the reciepts for the car, meaning the motor fenders and hood. My cousins was overly excited and bought the car. When we tried to call the guy he wouldnt pick up his phone, screening his calls. Now my cousins stuck without being able toregister the car.
Im not talking about the vin on the car itself. Im talking about the vin on the motor. You said the car is a 98 and the motor is an 01. They have diff vins. Run the vin on the motor and see if that came from a stolen ITR. Did he at least get a sales receipt for the car itself?

Well at least it wasn't stolen. No reason why you cant ask him for a receipt. Not sure what other routes you could take. Id call DMV and see what they say. Maybe get a corrupted CHP inspector?

Type one up based on how much you bought it for and the amount you actually paid. I would go as far as getting a copy from your bank of the transaction depending on if you wrote a check or just pulled out cash. Try to get him to sign it. If he still wont there is something up. You could always make up a receipt, but remember... you reep what you sew.
a receipt could be written up on a piece of notebook paper. All it really neeeds is the buyer's name and the seller's name, the date of purchase, and the purchase price. of course, each party's signature.
Be real careful from Police if no papers.
Look what happen to street racers and w/o papers.

try and get a receipt. then just go to the chp, they can give you a print out of the vin# history. take that with you to the dmv and have them log the transmission vin# into your cars history report. done. when a search is done on the transmission it will correspond to your cars vin#.
its not about receipts, because even with a receipt if the part comes up stolen. then it is stolen according to the law... it needs to be logged into the dmv so it doesnt come up stolen. if the dmv person wont help you getting a supervisor involved helps.
this is why you need to take the receipt, the car fax, and the chp vin# verification to the dmv so they can log the trans vin# to your car.

I doubt they can prove it if you did. If anything, type one up on the computer.
If the seller avoids your calls, track him down in person and just have him sign the receipt. You do know where he lives, right?
