i can't find anyone local that chips ecu's. how hard is it to learn about uberdata or chrome.

Your best bet is to buy one that is already chipped, VIA honda-tech market place, Ebay, or even JDMshit, they carry chipped P28's sometimes. You'd have to call them and ask tho. http://www.jdmshit.com
