Default Toggel switch leading to the back of my gauge cluster!!??

I was under my dash today messing around, and i ended up finding a toggel switch stuffed way up top. I looked at it and thought it might be a kill switch so i figured id switch it the other way and see if it was. So i went to start the car and it started. So now i was curious and traced the wire to what looked to be the back of my gauge cluster. I took my cluster out and relized that it was connected to the back of it where the speedometer was, around were the odometer is. I cant figure out what it is.

I am just going to throw this out there, probably isn't correct but its just a possiblity.. Toggle switch at one point was used to turn the odo on and off to keep miles low.

that is exactley what i thought, but when i reconnected that orage wire the spedo started to work agian and the odometer worked agian. But the orange wire was previsily cut, witch means that the previous owner who had it probably drove around with out a working speedometer just so the odometer wouldent work and the miles wouldent rack up. idk that is just my guess, but i still can not figure out the toggel switch. Im trying to find answers.

yea i checked car fax, but even if they stopped the miles carfax only has what the miles were at each inspection, so they still could of done it and no one would of noticed. im pissed but i hope its not true, but i still cant figure out what that toggel switch was for.
