Welding does it matter?
The fuckyeah it does. There's TIG welders, MIG welders, heliarcs (but those are usually only for aluminum), and who does the welding also has alot to do with the end result. Good welders are hard to come by, and a good welder has more to do with the job outcome than the type of welding tool they use.
oxy acetylene, Arc, Mig, Tig
it will all work on mild steel, stainless. if anyone says it won't then they are full of ****. though for aluminum it is easiest with TIG in my opinion. though a MIG with a Spool Gun works. just not as much control with that.
though flange warpage is another issue all together depending on which of the processes you use.
