Default #1,3,4 NOT firing w/fuel and spark!

my 99' civic ex was running FINE,put ITB's NEW head gasket and ARP head studs.the car is getting fuel because the cylinders that ARE'nt firing are wet with fuel.i pulled the #1 spark plug wire off and it's firing perfectly..........................WHAT is IT?

looking down into the cylinders looks like the pistons are wet causing the spark plugs to foul up.the only thing i can think of is the valves are either staying closed and NOT letting air in or open causing almost the same effect!

you need three things to start a car, fuel, spark and compression, check that if not then it could be the timing

you changed the headgasket? did you set your base timing? the markns on the crank pulley?
