I just use stainless bolts, lock washers, and big fender washers to keep them on. If the lip rips off the car after that, its likely your bumper did as well.

I checked hondapartsdeals.com before I posted this and you can barely tell which is the correct mounting bolts. I got the idea that there might have been a kit because of all the online stores that sells this lip gives you the option of the mounting kit.
But hell if I don't need them then so be it.

bolts = 90111-SM4-003
clip for bolts to thread into = 90305-SM4-000
You need 10-11 of each.
